For more than eleven centuries, the island city of Agrovionimb has endured as the last surviving center of mortal civilization after the demon conquest of the mainland. What began as a small maritime port became a refuge for peoples of every nation, culture, and species fleeing the collapse of the world. Over time, this desperate refuge evolved into a stable society governed not by kings or dynasties, but by civic duty and cooperation.
At the heart of this system stands the Council of Thirteen, the governing body responsible for guiding the city through the long centuries of isolation. Councilors are elected by the citizens of Agrovionimb to serve five-year terms, with two or three seats contested each year, ensuring continuity of leadership while still allowing the population a regular voice in governance. There are no term limits, and it is not uncommon for capable councilors to serve for many decades—or in the case of long-lived species, centuries.
Because the city’s population is a mixture of refugees from across the fallen world, the council has gradually come to reflect this diversity. The current council includes seven Goblinoids, a dramatic shift from earlier centuries when goblins, hobgoblins, and bugbears rarely held positions of civic authority. Much of this transformation is attributed to Kuserlion Faewen-FairyMaiden, a 646-year-old sea elf who has served on the council for more than four centuries. In recent generations he has strongly advocated for recognizing the loyalty and sacrifice of goblinoid families who defended the city and worked its docks, shipyards, and guard ranks for a millennium.
Among the most respected families in Agrovionimb are the Vetchvines, whose ancestors joined the city guard when their homeland fell to demons over eleven hundred years ago. Their continued service has made the family synonymous with civic duty, and several Vetchvines have held seats on the council across generations. The marriage of Portiaelle Zestbrew into the Vetchvine family reflects how deeply intertwined these political and social traditions have become.
Despite the diverse backgrounds of its members, the council operates less like a factional legislature and more like a civic stewardship body. Agrovionimb is a small city where reputation, long memory, and family legacy carry immense weight, and cooperation is valued far more than rivalry. Decisions are typically pragmatic, focused on maintaining stability, managing scarce resources, and preserving the fragile civilization that has survived on the island for over a thousand years.

A thirteen-member elected council. Members serve staggered five-year terms, with two or three seats contested annually. No term limits exist, allowing experienced leaders—especially among long-lived species—to serve for centuries.

History¶
The council traces its origins to the early refugee assemblies formed after the demon conquest of the mainland during the Age Of Demons. As refugees from many cultures settled the island, a council of elders emerged to coordinate survival and resource management. Over centuries this evolved into the modern Council of Thirteen, a structured elected government that continues to guide the city more than 1,100 years after the Fall.
